Taylor, Town Manager <br /> SUBJECT: Chandler's Green - Application for- Subdivision Approval <br /> (50-25-0-11) <br /> DATE: June 11, 1985 <br /> This memorandum provides description and analysis of an application for <br /> approval of a major subdivision proposed on Weaver Dairy Road and <br /> Sunrise Drive (SR 1732). Attached are the applicant's Project Fact Sheet, <br /> • Statement of Justification, Transportation Impact Statement, Vicinity Map <br /> and Preliminary Plat. The owner of the property is Allenton Realtors of <br /> Durham, N. C. <br /> Background on Joint Planning <br /> The proposed subdivision straddles the line between Chapel Hill's extra- <br /> territorial jurisdiction and Orange County's jurisdiction, with the <br /> majority of the acreage. lying in the County 's jurisdiction. <br /> The portion of the proposal in Orange County's jurisdiction lies within <br /> the Joint Planning Area. In 1984 the Town Council and Board of County <br /> Commissioners adopted the Joint Planning agreement which set up proced- <br /> ures for review and approval by both jurisdictions of development pro- <br /> posals in the area surrounding Chapel Hill's extraterritorial jurisdiction.. <br /> The intent is for both jurisdictions to agree on a land use plan for the <br /> area and for the County to. then adopt the appropriate zoning in the <br /> area. The County zoning-and development standards would be identical to <br /> those of Chapel Hill. We are now in an interim period during which the <br /> staff of both jurisdictions are working together to produce a land use <br /> plan proposal . <br /> On June 11 there will be a Joint Public Hearing to allow both the Board of <br /> Commissioners and the Town Council to consider this proposal. Recom- <br /> mendations from the Chapel Hill Planning Board will be heard at that <br /> time as well as preliminary recommendations from both the Town and <br /> County Managers. The County Planning Board will participate in the <br /> hearing and make its recommendation to the County Commissioners at a <br /> later date. The Town Council will consider evidence heard at the Public <br /> Hearing and make its recommendation at its meeting of July 1 . <br /> Because of the spirit of Joint Planning and because two separate reviews <br /> of parts of a single subdivision is not logical , we will discuss the <br /> proposal as an integral whole. <br />
