011 <br /> MEMORANDUM <br /> TO: Orange County Board of Commissioners <br /> Chapel Hilt Mayor and Council <br /> FROM: Marvin Collins, Orange County Planning Director <br /> David R. Taylor, Town Manager <br /> SUBJECT: Chandler's Green (PD—2—85) (SD-25-11 ) <br /> DATE: September 6, 1985 <br /> On June 11 , 1985, the Orange County Board of Commissioners <br /> and the Chapel Hill Town Council held a Joint Public Hearing <br /> to review the application for the proposed Chandler's Green <br /> • Planned Development/Rezoning/Class A Special Use Permit and <br /> Subdivision . At that time a number of questions were raised <br /> regarding differing regulations in Orange County vs. Chapel. <br /> Hilt, particularly with regard to open space and buffer <br /> requirements . Additional information was requested regarding <br /> a collector roads plan . Comments were made about inadequate <br /> parking availability at a proposed recreation area . Other <br /> issues raised included: <br /> - Traffic impacts; <br /> - Location of road stub—outs; <br /> Location of Weaver Dairy Road Expansion; <br /> Open space acreage and location ; <br /> —. Pump stations vs. gravity sewer; <br /> Condition of a dam upstream from portions of this <br /> proposed subdivision; <br /> - Impact of power lines on residential units; and <br /> - Compliance with Orange County floor area ratios . <br /> The applicant has not submitted a revised site plan . A <br /> collector roads plan for the vicinity of the proposal has <br /> been drafted that shows existing arterial and collector roads <br /> and suggests a network of additional arterials and collectors <br /> in the vicinity of the proposed subdivision. A set of <br /> recommended conditions of approval have been drafted jointly <br /> by the Orange County and Chapel Hill Planning Departments <br /> that address the concerns raised at the Public Hearing . <br /> Attached are the staff findings and recommendations; reduced <br /> copy of the applicant 's plans; copies of the Chapel Hill. and <br /> Orange County memoranda from June 11 ; and minutes from the <br /> June 11 meeting . The applicant and staffs wilt comment on <br /> these issues and present the collector road plan at the <br /> September 10 Public Hearing . <br /> Please refer to the June 11 , 1985 agenda packet for further <br /> information and full site plans . <br />
