SECTION I <br /> INTRODUCTION <br /> Infrastructure: The Link Between Growth and Local Governments <br /> (This. "study is in response to the rapid growth in the Triangle 3 Region, <br /> particularly in its more urban counties. Such growth is attributed to several <br /> factors: development of the Research Triangle Park, growth of the state <br /> government in Raleigh and commercial/industrial development beyond the Park <br /> area. In observing the growth of this area, a single correlation becomes <br /> apparent. There exists a proportional relationship between the development of <br /> communities and the development of local governments, that is, rapid community <br /> development produces -an increased demand for pub-tic facilities and services. <br /> Thus in order to project and anticipate the growth or decline of a -region it is <br /> essential that one analyze the availability capital facilities (infrastructure) of <br /> the local governments in terms of their adequacy. <br /> Bearing this in. mind, and with oversight by, the Regional Manager's Group Of the <br /> Council of Governments, the Triangle J. Council of Governments initiated a <br /> survey and analysis of existing capital facilities and. projected needs in Wake and <br /> Orange counties as well as their municipalities. The.report covers a seven-year <br /> study period from 1985-1992 and establishes several classifications of facilities <br /> in conjunction with population growth. These are: <br /> Water: Source, Treatment, Storage and Distribution <br /> sewage: Collection and Treatment <br /> Transportation,Streets, Highways and Bridges; offstreet Parking; Public <br /> Transit; Airports Public <br /> Communitv Facilities: office and Administration, including courts; <br /> -A <br /> Safety, Police and Fire; Recreation and Parks. <br /> Education Facilities: <br /> Health Facilities: <br /> Special Needs:* <br /> Wake County's flood' control program is listed as a one-of-a-kind need. <br /> Similarly, only Apex and Wake Forest operate an electrical distribution system. <br /> Although these are a self supporting utility, growth demands capital for <br /> expansion.) <br />
