i6 <br /> 033- State Funds for County Departments of Social Services' <br /> Child Protective Services Staff. <br /> Criteria for Use of Funds <br /> The 1985 North Carolina General Assembly appropriatdd $1,000,000 In state <br /> funds each year of the bianntum for 50' additional child protective services <br /> workers in county departments of social services. <br /> Qbjective: To strengthen the capacity of local departments of social services <br /> to make a ptolmpt and thorough investigation of reports of child <br /> abuse and neglect.. <br /> Method: Fund additional child protective services workers In county dsswe <br /> to carry out the investigative component of CPS.(See back of page) <br /> Local Match <br /> Required: Counties may use these funds as match for SSBG or local funds. <br /> Allowable <br /> Costs: Child protective services staff costs only (salaries, fringes, and <br /> related staff costs such as travel, registrations, tuitions, <br /> etc.). Only time spent conducting CPS investigations or carrying <br /> on-going cases as. described below is reimbursable. <br /> Unallowable <br /> Costs: Any costs other than those cited above. <br /> Required 1. When reimbursement is claimed from•this source for worker. <br /> Criteria time spent on CPS investigations, the worker must have -a <br /> for Use of limited caseload. A funded worker's caseload will consist <br /> Allocation: of no more than 18 reports under investigation at any given <br /> time. A report means an allegation of abuse or neglect <br /> about one or more children in a given situation. Wheii the <br /> number of reports In a county do rot warrant a full time <br /> staff person assigned to investigation, the worker may also <br /> carry on--going child protective services cases that meet the <br /> definition of a Preventive Services Case provided no more <br /> than 12 such cases are assigned at any given time and <br /> provided the combined caseload of reports under investigation, <br /> and on-going services cases does not exceed 16. <br /> 2. Each CPS worker funded by these special funds must receive at- <br /> least one hour of individual supervision in each week. <br /> 3. The county will institute procedures to ensure that no one <br /> person is solely responsible for deciding whether a child is <br /> abused or neglected (ie: a team approach to decision making- <br /> will be used, the team to consist at least of the worker and <br /> a supervisor). <br /> 4. The county will assure that all staff funded with this <br /> allocation participate in training and staff development <br /> provided directly or arranged by the State Division of Social * <br /> Services. <br /> Recomended All social worker staff funded should meet education and <br /> Criteria: experience requirements for S.W. II classification. <br />
