PFS-1-86 <br /> TO: County Directors of Social Services <br /> Allocation of $1 Million Appropriation for <br /> 50 Child Protective Services Workers <br /> August 14, 1985 <br /> The 1985 North Carolina General Assembly appropriated $1,000,000 in state <br /> funds each year of the biennium for 50 additional child protective services <br /> workers in county departments of social services.. The need for these funds has <br /> long been recognized within this Division and by county departments of social <br /> services. In response to this need, Governor Martin included, funds for addi- <br /> tional workers in his budget request. Through the concerted effort of county <br /> .directors and others, the General Assembly responded to the need and appropriated <br /> -funds for 50 additional workers (Senate Bill 182, Sec. 85, p. 16). <br /> p <br /> The 'funds will be *aloocated as follows: $10,000 will be allocated to each <br /> of the 100 county departments of social services to fund additional child protec- <br /> tive services workers. Counties that can use their allocation will be expected <br /> to set up *a new child protective services position or fund an existing CPS <br /> position established since funds for workers were included in the Governor's <br /> budget. These state funds can be used to match SSBG or local funds. <br /> County Directors must send the Controller's Office written notification by <br /> November 1, 1985, that a new position has been established and that they can <br /> use their allocation. The funds that cannot be used will be reallocated to <br /> those counties that have qualified to receive funds. The formula for realloca- <br /> tion will be based on the county's percent of total Child Abuse and Neglect <br /> reports logged into the Central Registry during FY 84-85. The county will <br /> receive a comparable percent of the total amount of funds available for <br /> redistribution. The reallocated funds must be used to defray the costs of the <br /> new positions. Those counties that receive and use an allocation in FY 1986 <br /> will receive the same allocation in FY 1987. <br /> The Association of County Directors of Social Services participated in <br /> developing the method for allocation. The Division is particularly apprecia- <br /> tive of the time and effort the Fiscal Committee of the Association put into <br /> looking with us at alternative plans and for presenting their recommendation to <br /> the Association. The allocation method approved by Secretary Kirk is essen- <br /> tially that recommended by the Association. <br /> Attached are criteria for use of the funds. These criteria have been <br /> established, with Secretary Kirk's approval, as being supportive of the <br /> legislative intent to strengthen the county departments' capacity to respond <br /> promptly to reports of abuse and neglect and to carry out thorough and <br /> appropriate investigations and assessments. <br /> DSS-3430 (3-82) <br />
