092 <br /> 1985 was signed by 81Z of the property owners who <br /> accounted for 78Z of the Lineal frontage. <br /> Phase 2 is the public hearing on and approval of the <br /> Assessment Resolution . General Statutes 153A--190 <br /> requires that where the Board decided to finance a <br /> project, it shall adopt a Preliminary Assessment <br /> Resolution containing, among other things, a statement of <br /> intent to undertake the project and a statement as to the <br /> proposed basis for making assessments. The Assessment <br /> Resolution for this project was submitted to public <br /> hearing on June 18, 1985 and adopted by the Board on that <br /> same date. ALL affected property owners were notified of <br /> the public hearing . No comments on the Assessment <br /> Resolution were received at the public hearing . <br /> Following approval of this document of intent to finance, <br /> the Local share was forwarded to the N .C. Department of <br /> T ranspo rtat i on . <br /> Phase 3 is the public hearing on and confirmation of the <br /> Assessment Roll . General Statutes 153A-194 requires the <br /> preparation of and public hearing on an Assessment RoLL <br /> following determination of the cost of a project. The <br /> Assessment Roll is prepared upon information available <br /> from county tax records . <br /> Mrs. O'Neal's Lot is the first Lot off Sesame Road and <br /> cannot be excluded from assessment . Her drive accesses <br /> directly onto Pineview Drive. <br /> In response to Mrs. D'Neal 's request for assistance the <br /> community has indicated that there are other individuals <br /> in the community who are in a similar or more critical <br /> financial position. Concern was also expressed <br /> regarding a single individual, at this point in the <br /> proceedings, holding up a project that would benefit the <br /> entire community. <br /> Social Services has called Mrs. D'NsaL and wilt be <br /> meeting with her on either August 30 or September 3 to <br /> apprise her of the programs for which she is eligible and <br /> wi 11 -be signing her up for same. While she is eligible <br /> for these services , she is not destitute but falls in the <br /> borderline category of indigency. <br /> Revision of the assessment policy to extend the payback <br /> period beyond the current five (5) year period would <br /> result in other petitioners making similar requests, thus <br /> affecting the County's ability to finance projects in the <br /> future. Holding an assessment in abeyance would require <br /> that the assessment process begin again, increasing the <br /> cost of the project and to individual property owners <br /> through additional administrative costs.
