080 <br /> TO: Orange County Board of County Commissioners and orange <br /> County Planning Board <br /> FROM: Carl Waltars, Vice-Chair County Planning Board <br /> SUBJECT: , Piecemeal Plans SubmitteO. to the Orange County Plan- <br /> ning Board by Some Developers. <br /> DATE: July 15, 1985 <br /> When a subdivigion is before our board for review- and *we <br /> know the developer has plans for something bigger later for the bal- <br /> ance of the property we usually ask about his future plans before <br /> making a division on the request. This request for more infor-,-:a- <br /> tion has not come in a cooperative manner in some cases and has <br /> led to suspicions or doubts of the developers sincerity in qual- <br /> ity development. <br /> Anew approach to avoid planning board request for a redesign- <br /> or denial of subdivision request is to go to planning staff with a <br /> minor subdivision request, get approval in house and then come back <br /> with a major subdivision request and say roads and other designs <br /> of the previous minor subdivision impacts our decision of this <br /> later major subdivision request of the balance of the property. <br /> I believe this piecemeal approach to development of land <br /> owned by the same person or parties should be discouraged. The <br /> roads that were approved by the staff in the minor subdivision <br /> should not be allowed to be considered prexisting. The -staff knows <br /> when there is a larger portion of the same tract to be- developed <br /> later. <br /> An example today is Wedgewood and Blue Jasper Lane off <br /> Lebanon Church Road and bordering Praiser Road. This request by <br /> Apple Creek is a good example of- very poor planning with no regard <br /> for safety of traffic or children riding bikes from Blue Jasper <br /> Lane on to Lebanon Church Road. - <br /> I have watched the traffic and speed of vehicles on both <br /> Lebanon Church and Fraiser Road. <br /> With the expected growth in Orange County and the impact to <br /> our roads from this growth I believe we should be more aware of <br /> such projects. <br /> Maybe an ordinance review to clarify our minor subdivision <br /> standards would be helpful with recommended changes if necessary. <br />
