This report is based on a survey of municipal and county managers in Orange and <br /> Wake Counties. The enclosed data was gathered from questionnaires delivered to <br /> the managers of each city and county, or garnered from the managers <br /> themselves. As with all surveys, the limitation of this study is the lack of <br /> uniformity in evaluating each municipality and its needs. There was no standard <br /> established to determine need or surplus. However, the objective of this report <br /> was not to evaluate or compare cities but rather to serve as a reflection of how <br /> each city and county evaluates itself. This information was collected from the <br /> managers with the expectation that each of them would view the needs of his or <br /> her jurisdiction in relation to the study area as a whole. It is hoped that by <br /> understanding the strengths and weaknesses of each jurisdiction, the area can <br /> work together to find common solutions. If this study can help to bring local <br /> governments.together to share problems and ideas, then an important goal will <br /> have been accomplished. <br /> The Regional Manager's Group of TJCOG views this report as the foundation for <br /> a future information system which would be periodically updated and made <br /> -accessible to local officials. Such a system would help to increase the accuracy <br /> of local capital budgeting and maximize the benefits of Capital Improvement <br /> Programs through inter-governmental cooperation. It is with this in mind, that <br /> the Regional Manager's Group is planning a workshop on capital budgeting and <br /> programming to-be scheduled this fall. <br /> The report is the culmination of months of planning and effort by Mr. Peck, the <br /> Committee members and various local officials. Chrysso Sarkos reviewed and <br /> edited charts and text for clarity and internal consistency. Our most sincere <br /> appreciation is extended to the numerous officials who helped in gathering the <br /> information, maps, and statistics presented here. It is our hope that this study <br /> will help to guide and coordinate the efforts of the various leaders and officials <br /> who read it. <br /> ICI <br />
