PREFACE <br /> In February of 1984, a research team from the University of North Carolina made <br /> a presentation to the Regional Manager's Group on a statewide infrastructure <br /> -survey they had recently conducted. Following this meeting, Carl Johnson, <br /> former Wake County Manager, Richard Stevens, present Wake County Manager, <br /> David Taylor, Chapel Hill Town Manager and Bradley Barker, Executive Director <br /> of the Triangle J Council of Governments (TJCOG) began to discuss their <br /> impressions, observations and criticisms of the infrastructure study. Together <br /> they decided. that if such a project could be focused on a limited region'' it <br /> would be beneficial to local government officials and managers. Gradually the <br /> idea took shape and became more specific. The purposes of the study would be: <br /> 1) To develop a consistent, reasonably complete inventory of key <br /> infrastructure elements of individual municipalities- and counties in <br /> the selected.area; <br /> 2) To improve coordination, planning, and timing of infrastructure <br /> improvements among these units of government; -nd <br /> 3) To effect economies for these jurisdictions through this improved <br /> timing of expenditures and coordination (eg. cooperative drainage <br /> basin arrangements*for sewer improvements) <br /> During the ensuring period the format of the report was formulated. The orginal* <br /> proposal was an infrastructure survey focused on Region J's three metropolition <br /> counties: Durham, Wake and Orange. Eventually the scope of the study was <br /> limited to Wake and Orange Counties and the project was funded by these two <br /> counties. <br /> Meanwhile, a Manager's Committee was established to address the issue. The <br /> Committee consisted of: <br /> Don Horton, Zebulon Town Manager <br /> Richard Stevens, Wake County Manager <br /> David Taylor, Chapel Hill Town Manager <br /> Ken Thompson, Orange County Manager <br /> Bradley S. Barkert Executive Director, Triangle J COG <br /> Finally an October 4, 1984 after receiving the approval of the TJCOG Board of <br /> Delegates and under the auspices of the Regional Managers Group, a work plan <br /> and outline were developed and TJCOG appointed Mr. Robert Peck, a former <br /> city manager, as the project director. <br />
