090 <br /> PHILIP POST <br /> ,r ASSOCIATES <br /> ENGINEERS/PLANNERS!SURVEYORS <br /> Chandler Concrete Co, Inc. <br /> Hillsborough Plant <br /> • <br /> Purpose: <br /> Rezone 1.41 acres of a 4.43 acre tract from residential to <br /> industrial classification. <br /> • <br /> Current Situation: <br /> The Chandler Concrete Plant is located on 2.89 acres now <br /> zoned 1-3, located on Old NC 10 (SR 1710) . The plant has been <br /> in operation since the early 1970's. The land is a narrow strip <br /> between Old N.C. 10 and the .southern railroad track. The N.C. <br /> • Department of Natural Resources and Community Development has <br /> requested that the storm water run-off from the plant be <br /> retained on site and not flow off Chandler Property. • <br /> Proposed Situation: • <br /> Thar Land adjacent to the eastern boundary of the concrete <br /> side belongs to Chandler Concrete. Of this 4.43 acre tract, <br /> 1.41 acres is required to provide the manuevering room and basin <br /> space to provide ample storage for the run-off water. <br /> • <br /> A. Landscaping: <br /> I-3 zoning required that the lot have 26%c of the useable <br /> land landscaped. We have provided landscaping along the front <br /> of the property and the eastern side past basin #3. Screening <br /> was not provided between the railroad and the basins because the <br /> railroad track is 3 to 10 feet higher than the basins. <br /> Therefore the railroad acts as a natural buffer of the eastern <br /> Chandler Property and the residential zoning across the railroad <br /> track. <br /> The six foot fence will provide immediate screening of <br /> • <br /> the basins from the adjacent property and on N.C. 10. The trees <br /> • <br /> and shrubs will soften the appearance of the fence and the trees <br /> will grow 40 to 50 feet tall . This will provide the screening <br /> required for a Type A screen. <br /> 8. Water Reclaimation System: - - <br /> The N.C. Department of Natural Resources and Community <br /> Development has requested that three sources of water be <br /> controlled from running off the site. The sources are as <br /> follows: (1) Truck wash water, (2) Plant run-off water, and <br /> (3) Storm water. The volume of water can vary from' 3000 gals. <br /> per day to a maximum of 55,240 gals. after a 100 year storm . <br /> �t. <br />
