This <br /> request is based on the procedure for amending the Land Use Plan adopted by the <br /> Board of Orange County Commissioners, 11/1/82 as follows: <br /> I Reason for Amendments: <br /> (a) Because of changed or changing conditions in a particular area of the county.411 <br /> As you approach this property from N. C. highway 86, you pass a garage, mini <br /> warehouses and our concrete plant on the right. A convenience store and a <br /> trailer park are on the left. The concrete plant and the roads for part <br /> of the trailer park was the first construction in the area. The concrete <br /> plant was built in 1972. Trailers began moving in after, this date. The <br /> balance of the trailer park, the garage, mini warehouses and convenience <br /> store were all built later. These types of business 'conditions indicate <br /> a change in the conditions of this area. <br /> II Sources for Amendment: <br /> (b) An Amendment application made by any person or agency. Chandler Concrete <br /> Company is the owner of this property and is requesting the change. <br /> III Categories of Amendment - Primary or Secondary: This is a Secondary Amendment. <br /> (c) Extension of any plan area where the additional area is contiguous with the <br /> existing area and does not increase the existing area by more than 100 acres. <br /> This property is located on State Road 1710 and bounded by our concrete plant on <br /> the west, State Road 1710 on the north, Southern Railroad on the south, and land <br /> owned by our company on the east. <br /> The current land use is rural residential and we are requesting it be changed to <br /> commercial/industrial transition node. <br /> We own the property both to the west and east of this acreage. We operate a <br /> concrete plant on 2.91 acres of land west of this property that is commercial/ <br /> industrial land use and zoned 1-3. We have been in operation at this location since <br /> 1972. The land being requested to be changed is contiguous with this property. We <br /> also own 2.93 acres of land to the east, which is rural residential . <br />
