14a <br /> ARTICLE S APPLICATION OF DIMENSIONAL REQUIREMENTS <br /> 4IM <br /> • ISSUE.: In the period of time following the approval of <br /> the Water Quality Critical Area and Protected <br /> Watershed II Zoning Ordinance text amendments, the <br /> staff has monitored the administration of these <br /> standards and has identified specific concerns to be <br /> addressed. These concerns have tracked similar <br /> concerns raised by members of the Board of <br /> Commissioners and by other local government staffs <br /> attempting to implement the State—Local. Action Guide- <br /> Lines for the Fells of the Neuss and Jordan <br /> watersheds. Specifically, these concerns include the <br /> complexity of the Impervious Surface Ratios Table as <br /> opposed to the three—tiered approach endorsed by the <br /> TJCOG and the State of North Carolina; the lack of <br /> recognition in the Table of areas already serviced by <br /> public water and sewer services and developed at <br /> higher densities given the provision of these <br /> services; the technical difficulties posed by a <br /> standard of stormwater management which relies solely <br /> on infiltration ; and the need to establish an <br /> acceptable guideline for immplementation of the <br /> infiltration standard by type of Land use, <br /> particularly large lot development . <br /> EXISTING ORDINANCE PROVISION(S) : 110 <br /> Article S APPLICATION OF DIMENSIONAL REQUIREMENTS <br /> Article 6 .29.4 /pinervious Surface Reoulated in <br /> Protected Watersheds <br /> An impervious surface is any surface <br /> through which water cannot penetrate <br /> or can only penetrate slowly . This <br /> would include paved streets and <br /> parking Lots, concrete sidewalks and <br /> structures which cover Land . As a <br /> watershed becomes developed, the <br /> amount of impervious surface <br /> increases causeing a decrease in soil <br /> absorption of stormweter and an <br /> increase in direct runoff to streams <br /> with a - resulting increase in <br /> potential water pollution . <br /> In order to promote infiltration of <br /> stormweter into the maximum soil and <br /> minimize direct and immediate runoff <br /> into streams, impervious surface <br /> ratios shall be required in the <br /> Protected Watershed II IPW—I/1 410 <br /> District. <br /> mimmiummmi <br />
