172 <br /> Changing conditions in the area make the proposed amendment reasonably <br /> necessary to promote public health, safety, and general welfare. <br /> LOCATION <br /> The 64.25 acres of property requested for rezoning is located west of Old NC 86 and <br /> south of Oakdale Drive between 1-85 and proposed 1-40. Currently, the Town of <br /> Hillsborough municipal boundary is approximately 3,600 linear feet north of the <br /> project, terminating at 1-85. Adjacent property to the north' is either undeveloped <br /> or single: family lots with frontage on Oakdale Drive. The tract is bounded on <br /> the south by undeveloped property with frontage on Old NC 86 or residual pieces <br /> of property resulting'from the acquisition of right-of-way for 1-40. Property <br /> to the 'east and west is undeveloped or contains scattered single-family homes. <br /> The close proximity of both 1-85 and the new 1-40 interchange on Old NC 86 offers <br /> convenient and fast transportation to employment centers and service areas. <br /> The commercial area north le 1-85 on Old NC 86 presently offers most retail ser- <br /> vices that residents of this expanded subdivision can use. Future plans indicate <br /> that the subdivision is within a two mile radius of a commercial-industrial node <br /> on NC 86 as designated by the Land Use Plan. <br /> TRAFFIC CONSIDERATIONS • <br /> The site' has 290 feet of- frontage on Old NC 86 (Phase One Cornwallis Hills) via <br /> dll Lafayette Drive. Lafayette Drive is strip paved to a width of 20 feet.. Old NC 86 <br /> 10' is currently strip paved to a width of 22 feet. As a. part of Phase One of Corn- <br /> wallis Hills, an additional 15 feet of public right-of-way was dedicated along the <br /> sire frontage on Old, NC 86. If the N.C. Department of Transportation determines <br /> that a left turn lane is necessary to- handle additional traffic generated by the <br /> subdivision, the applicant will make these improvements. <br /> In addition to Old NC 86 access, the proposed development has 260 feet of frontage <br /> on Oakdale Drive. This roadway is strip paved to a width of 20 feet. Kelley <br /> Road, a previously dedicated 60-foot right-of-way, will be improved to provide <br /> a second means of access into the site. This road will be 20 feet in width and <br /> strip paved, also. <br /> Traffic circulation within the project will consist of public streets. The pro- <br /> posed Lafayette Street Extension and Kelley Road realignment will serve as addi- <br /> tional collector streets for the area. As such, these will be public right-of- <br /> way dedications of 70 feet in width. Al]. other streets will contain 50 feet of <br /> publicly dedicated right-of-ways. The entire project will have 20-fqot wide, <br /> strip paved streets built to NCDOT standards.
