C. <br /> Dear Commissioners: <br /> Re: Rezoning requests of Robert and Rachel Scholar <br /> and Khye Weng Ng and Gust Chang Ng <br /> I am writing this letter regarding the above rezoning requests <br /> that were presented to you on August 26th as I do not feel that <br /> satisfactory notification was given to the public that the re- <br /> quests would be on the agenda for Monday, August 26th. <br /> 1. The notice in the Durham Morning Herald August 15, 22, <br /> 1985 did not mention the above requests. <br /> 2, A one-time notice in the Durham Morning Herald on <br /> Friday, August 23 (with the meeting to be held on <br /> Monday, August 26) does not seem to be ample notifi- <br /> cation to the citizens of Orange County. <br /> The zoning requests wore originally scheduled for the quarterly <br /> public hearing for Monday, February 25, 1985, but were not heard <br /> at that time and have been continuously postponed since then. <br /> It has been clearly stated in a lett1er dated August 22, 1985 from <br /> Mayor Sheffield that to serve those developments would be subject <br /> to review and approval of detailed engineering plans (a copy of <br /> his letter is attached). <br /> As we all know, the Town of Hillsborough has been advised by the <br /> Town Engineer that an above ground water tank north of town is <br /> needed to serve the areas in question; this will take time to <br /> accomplish. Any decision made now by you on the rezoning requ <br /> will apply whenever the Town of Hillsborough is able to service <br /> the area, even though it may be 1-1/2 years from now. <br /> Request of Robert and Rachel Scholar <br /> 1. With reference to their original request in February, <br /> a 1982 traffic count waa used; surely that cannot be <br /> an accurate count with the construction we have already <br /> had during the past three years. <br /> 2. The only streets referred to in the original request are <br /> North Dixie and Harper. Please refer to the street map <br /> attached. It is not pointed out that the traffic would - - <br /> probably all exit via Faucette Mill Road or Cedar Grove <br /> Road onto Hwy 70 By-Pass, which is already a very con- <br /> gested area and would also feed traffic into the Town of <br /> Hillsborough via U. S. 70-Business, which has been listed <br /> by the State Department of Transportation as one cr the <br /> most dangerous in the State. <br /> 3. The Hillsborough Planning Board recommended R-3 (see copy <br /> of letter dated February 13, 1985). The request is still <br /> for R-4 regardless of the impact it would have on the <br /> surrounding community. <br />
