except when the parent or guardian of the person under eighteen <br /> (18) accompanies the person under the age of eighteen (18) during <br /> the massage treatment or upon written permission of the parent or <br /> guardian of the person under eighteen (18) or upon written order <br /> of a licensed physician, osteopath, chiropractor, podiatrist or <br /> registered physical therapist, such order being dated, and a true <br /> copy of such order being in the possession of the licensee before <br /> administration of any massage or treatment. <br /> (C) No person licensed pursuant to Section 1-3 of this ordinance <br /> shall employ any person under the age of eighteen (18) years in <br /> the operation of a massage business. <br /> Sec. 1-10. Massage of private parts for hire prohibited. <br /> It shall be unlawful for any person to massage or to offer to <br /> massage the private parts of another for hire. "Massage" means <br /> the manipulation of body muscle or tissue by rubbing, stroking, <br /> kneading or tapping, applied by hand, arm, foot or mechanical <br /> device. "Private parts" means the penis, scrotum, mons veneris, <br /> vulva or vaginal area. <br /> • <br /> Sec. 1-11.
