The condition of approval addressing the trail <br /> system is condition #13 which references the May 23, 1985 <br /> recommendation of the Recreation Department Director for a <br /> "rock dust" composition for the trails. <br /> Section 8.7.1 a) of the Orange County Zoning Ordinance provides <br /> that a change in an imposed condition shall constitute a <br /> modification and be subject to consideration through a public <br /> hearing process . <br /> IMPACT: Consideration of the request through the public hearing process <br /> would require that advertisement and notification procedures be <br /> complied with and would subject the request to comment at <br /> public hearing with subsequent consideration by both Boards for <br /> recommendation and approval . <br />
