Chandler's current operation. <br /> They have produced no proof that their operation complies <br /> with state regulations; in fact, our investigation indicates <br /> the contrary. Neighbors continue to complain about the <br /> runoff and uses of the pits. We have seen no evidence <br /> that their current or proposed use of the property has <br /> received state approval. Considering the health factors <br /> and the numerous complaints you heard at the hearing about <br /> gravel and traffic problems, we deny that Chandler is a <br /> good neighbor or corporate citizen. <br /> Second, we have seen no evidence that Chandler has <br /> received approval from Southern Railway to operate within <br /> its right of way. Mr. Chandler merely said at the hearing <br /> that his lawyers were "talking"to the railroad. <br /> • Finally and most important, we believe that it is <br /> totally inappropriate to change the county's Land Use Plan <br /> merely to accommodate Chandler's desire to expand its plant. <br /> The Land Use Plan is a fundamental document which should only <br /> be changed for compelling reasons. We believe Chandler has <br /> failed to carry any of its burden to demonstrate why a change <br /> should be approved. Chandler should have cheCked on the <br /> zoning before it acquired the property. To grant its request <br /> would only reward its negligence and its demonstrated disregard <br /> for its neighbors. <br /> On behalf of the 124 neighbors who petitioned you againSt <br /> the change, and our clients, we earnestly urge you to vote <br /> against any change in the Land Use Plan for this property. <br /> With best wishes always, we remain, <br /> Sincerely yours, • <br /> Harry H.
