068 • <br /> • <br /> 7. <br /> traffic count indicates 500 trips per day on West <br /> Lebanon Road. This subdivision would have minimal <br /> impact on the area . <br /> DOT. has indicated that sight distance Looking west <br /> along SR 1306 is adequate; however, sight distance <br /> Looking east is Less than desirable. The road <br /> serving the subdivision was established as part of <br /> the minor subdivision . Addition of two Lots will not <br /> substantially affect traffic safety in this area . <br /> Staff did not feel that the addition of two lots had <br /> sufficient impact to deny access to an established <br /> road. <br /> The Planning Staff recommends approval with a 30 foot <br /> wide drainage easement along the creek through Lots <br /> 3, 4, and 5. <br /> Walters noted there were three rather than just two <br /> Lots with access to Blue Jasper Lane and he still had <br /> concerns with sight distance being "Less than <br /> desirable" . <br /> -!" <br /> Greg Shepherd of Shepherd Design Associates stated <br /> that Lots 1 , 8 and 9 had been approved by staff as a <br /> minor subdivision in April 1995. Based on this <br /> approval , the developer built and constructed Blue <br /> Jasper Lane. Gordon asked if the road was complete <br /> and Shepherd responded yes, it was completed after <br /> final plat approval . <br /> Shepherd continued noting that road Location was <br /> optimal given the existing road network . He reminded <br /> the Board that the Letter from NC DOT said the sight <br /> distance was less than desirable, not dangerous . <br /> Kizer inquired what was a desirable standard for <br /> sight distance . Shepherd responded the desirable <br /> sight distance on a 55 mph road is 550 feet . <br /> Shepherd continued that there were no standards for <br /> • minimum sight distance in the Orange County <br /> Subdivision Regulations . Gordon responded that this <br /> must be a safe distance . Shepherd noted that he felt <br /> utilizing an existing road system is best . <br /> Gordon• inquired when Blue Jasper Lane was <br /> constructed . Smith responded that it was done before <br /> final plat approval . <br />
