<br /> WHEREAS, Harriet Morehead Berry from 1917 - 1921 was a leader in the
<br /> North Carolina good roads movement, and
<br /> f4 WHEREAS, Ms. Berry, as acting head of the North Carolina Geological and
<br /> ,..: Economic Survey, led the North Carolina Good Roads Association in

<br /> A an attempt to secure legislation to construct a state system of hard-

<br /> • surface roads, and
<br /> WHEREAS, upon failure to secure an adequate law, she exerted strenuous
<br /> .,.1. efforts between 1919 and 1921 to speak in 89 of North Carolina's
<br /> 100 counties, and disseminated news releases, letters, petitions,
