024. <br /> 4 <br /> Development of the subdivision would have minimal impact on <br /> the area. <br /> The Planning Staff recommends approval of the Plan subject <br /> to the following conditions: <br /> (1) label Elva Lane as a Class "A" road on the plat <br /> (2) all setbacks be indicated or provide a note on the plat <br /> which states the typical setback requirements <br /> (3) change the Class "Cm road name from Martin Place to Daylight <br /> Drive (Martin Place would constitute a duplicate road name, <br /> therefore, the applicant requests that it be changed to <br /> Daylight Drive) <br /> (4) indicate the lot area for #4A outside of the right-of-way <br /> and label as such <br /> (5) indicate the distance (in feet) to NC Highway 54 from Elva <br /> Lane <br /> (6) upon construction of the Class "C" road a swale or french <br /> drain system be created. (This condition was impoosed by <br /> the Planning Staff upon approving the application for a <br /> building permit for the 2.12 acre tract. The swale or <br /> french drain system would allow drainage towards the wooded <br /> portion of the lot to satisfy the 1/2 inch infiltration <br /> standard as specified in Section 6.23.7 of the Zoning <br /> Ordinance) . <br /> Pilkey inquired if Lots 1, 2, 3, and 4 had any access at all <br /> to the private drive and Atwater responded that Elva Lane <br /> was constructed to access those lots. <br /> Mr. Martin, applicant, stated that Lots # 1 and # 3 had <br /> access from NC Highway 54. He noted that Price Atwater Road <br /> runs along the other property line. <br /> Martin noted that he had had Warren Faircloth, S & E Officer <br /> come out and look at the road and he told Martin that he <br /> would approve the road as a Class A Road up to where the <br /> Class C road will be constructed. <br /> MOTION: Walters moved approval with staff conditions. Seconded by <br /> Yuhasz. <br /> Staff condition # 5 was reworded as follows: <br /> indicate the distance (in feet) from southern right-of-way <br /> line to NC Highway 54 along Elva to the northern property <br />
