HOGUE FOR GEORGE HORTON <br /> Gordon introduced the item. <br /> MOTION: Yuhasz moved positive findings on Article 20. <br /> Pearson seconded the motion, <br /> VOTE: Unanimous <br /> The Board reviewed the findings for the OI district. <br /> MOTION: Pearson moved positive findings on Article 4.2a. <br /> Yuhasz seconded the motion. <br /> VOTE: Unanimous. <br /> The Board discussed finding 4.2b. <br /> Walters noted Horace Johnson's comments at the public <br /> hearing. <br /> Pearson felt that the letter from the Town of Hillsborough <br /> constituted assurance. <br /> Kramer inquired about ways to guarantee assurance. Smith <br /> responded the Town could establish a service district or <br /> approve preliminary plans. Pearson responded the applicant <br /> does not yet know the facilities needed. <br /> Yuhasz asked staff to read the criteria from the Zoning <br /> Ordinance. . Collins read 4.2.1. (b)3 and 4.2.2.1 (b)2. <br /> Pearson suggested that improvements would be required at the <br /> lime of subdivision review. Yuhasz felt that the County was <br /> asking for more than the ordinance requires. Collins <br /> responded that the staff position was based partly on the <br /> attorney's position and partly on action taken on previous <br /> projects. He expressed concern about setting a precedent <br /> here and raised the questionjf inequitable decisions. <br /> Pearson again stressed that the Town's wording has been <br /> clarified and a 16 step policy adopted. Collins responded <br /> that the letter has not changed enough to alter the staff <br /> position on satisfaction of the requirement. Pearson <br /> responded that then no development could take place. <br /> Collins indicated it is the position of the County that <br /> services preceded rezoning. <br /> Gordon noted there was sentiment on the Board that the <br /> Ordinance be revised to provide for an intermediate step. <br />
