On May 24, 1985 a second model was proposed by the <br /> Sheriff patterned after regulation in existence in Durham City. <br /> The benefit of the latter is the fact that it has been tested <br /> and upheld by the United States Court of Appeals for the Fourth <br /> Circuit. <br /> Changes recommended by the County Attorney include: <br /> 1. Changing the license revocation sections (Section 1-4 (F) <br /> and Section 1-5 (H) to empower the County Manager to do the <br /> initial revoking and providing an appeal of that decision to <br /> the Board of Commissioners. <br /> 2. Adding a severability and remedies clauses. <br /> RIPACT: <br /> RBCGIMEMAATION(S): <br /> Provide a review and comment period prior to adoption during <br /> which tine any massagists would be notified and invited to <br /> comment. <br />
