She asked that the Board <br /> consider the ordinance written by the North Carolina Association of Body <br /> Therapy. <br /> Wynn Barnhart, staff member at the Wholistie Health Center, told <br /> about the massage training program in Chapel Hill which is the largest and one <br /> of two in the State. Massage is a therapeutic health care medallion. <br /> Scott Hensley, student of massage, would like Orange County and <br /> Chapel Hill to adopt the ordinance in tandem for maximum enforcement. He noted <br /> it important to distinguish between legal and illegal massage therapists and <br /> encouraged the Board to reconsider the Ordinance and not put everyone in with <br /> the prostitutes. It is degrading and does not serve any purpose in the <br /> community. He asked that the Board develop professional standards for massage <br /> .therapy. <br /> Teresa Jeanne Leonarz noted that everything the "massage parlors" <br /> are doing is already illegal and there are legal means for these people to be <br /> brought before the law and stopped. She emphasized there are creative ways to <br /> get rid of the massage parlors without an ordinance that would require finger <br /> prints, mug shots, etc. The problem has been exaggerated and does not really <br /> involve that many people. It is not the governments place to decide who is <br /> qualified to give a good massage; it is the customer who will decide that She <br /> stated she feels a massage ordinance is not necessary. <br /> Chair Don Wilihoit referred the proposed Massage Ordinance to the <br /> staff for further consideration and a forthcoming recommendation. <br /> Commissioner Carey asked Rick Rosen about the training and educa- <br /> tional requirements of the American Massage Therapist and Rosen indicated he <br /> would provide that information to him. <br /> 4 UNCOLLECTIBLE PERSONAL PROPERTY TAXES <br /> Johnny T. Horner requested approval to remove from the Tax Col- <br /> lectors Levy Personal Property accounts that have not been active since 1980. <br /> This will enable the County Finance Office and the Auditors to determine the <br /> accounts that are active and collectible and remove these accounts from the Tax <br /> Collectors Insolvent list and enable the tax collectors' office to address <br /> those that are collectible. <br /> Motion was made by Commissioner Carey, seconded by Commissioner <br /> Walker to authorize the Tax Collector to remove persons on the insolvent list <br /> whose bills are 5 or more years past due and are deemed uneollectible under the <br /> current year charge of taxes owed. <br /> VOTE: UNANIMOUS. <br /> ' LEASE AGREEMENT-BUILPI,NG LOCATED AT 100 Yr.- ROSEMARY.' .STREET <br /> Bill Laws, Assistant County Manager, presented for consideration a <br /> lease renewal for a two-year period with revised terms. The County currently <br /> leases a 6,885 square foot area on three floors. It is proposed that the <br /> County increase that area to 9,235 square feet on four floors. He indicated <br /> that the construction activity for Rosemary Square will necessitate district <br /> court to be moved from the old Post Office. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Carey to approve the lease for the building located at 100 W. Rosemary Street <br /> for $49,897 and add $3,897 difference in what has been budgeted and the cost to <br /> the mark-up list for modifications to the 1985-86 budget. The idea that the <br /> use of the building is incompatible with the Interfaith Council's use of the <br /> basement cells for a shelter was not approved. <br /> Chair Wilihoit questioned the moving of the County facilities and <br /> Sheriff Pendergrass indicated he understood that the Court would not be moved. <br /> Commissioner Marshall withdrew her motion to receive further <br /> information. <br /> Commissioner Carey withdrew his second to the motion. <br /> Kenneth Thompson noted that the lease does expire on July 12 and the <br /> Town is requiring the County lease the entire four floors. <br />
