(iii 3 <br /> Cost Estimates <br /> To perform the services identified above, it is recommended that <br /> a Planner I be provided for 21.5 average hours per week. The annual <br /> salary, including fringe benefits, for such a position is $23,500. <br /> Funding would come from (a) accepting a $10,000 contribution <br /> from Hillsborough, (b) receipt of all fees from the Town associated <br /> with permits, applications, etc. (Such revenues from fees are <br /> estimated at $2,500, bringing total revenues to $12,500 from the <br /> Town) , and (c) asking the Board, of Commissioners to fund the <br /> difference for hours the new staff person would work for the County <br /> while not on the 21.5 hours of Town work. <br /> If an agreement were entered into with Hillsborough, the <br /> • following provisions might be considered for inclusion: <br /> 1. Time sheets would be prepared daily for activities performed <br /> • for the Town. <br /> 2. The planner would be provided a work area within Town Hall <br /> and would be on duty for specific hours as established by <br /> the Town and County. Additional time may be spent <br /> performing- assigned duties provided an average of 21.5 hours <br /> per week is not exceeded. <br /> 3. All work performed by the planner would be on an assignment <br /> basis. If the Town were to become dissatisfied with the <br /> quantity and/or quality of work performed, the Planning <br /> Director would have the opportunity of providing another <br /> planner of equivalent level. If the Town objects to such <br /> replacement, the matter would be resolved between the <br /> Planning Director and the representative of the Town. <br /> 4.- Periodic assessments of the planner and services performed <br /> would be made by the Mayor (or Town Manager) and the <br /> Planning Director (At least every 6 months) . <br /> 5. The Town will provide sufficient funding to cover travel, <br /> legal and advertising expenses of $2,000, as in the past. <br /> 6. The Town would provide clerical support for the planner and <br /> be responsible for notification of property owners as <br /> related to conditional use permits, variances, etc. <br /> 7. All fees collected from zoning permits and applications for <br /> variances, conditional uses, etc. (02,500) would be <br /> provided to Orange County in addition to an annual <br /> appropriation of $10,000 from the Town of Hillsborough, both <br /> of which would be applied to the cost of providing planning <br /> services to the Town. The annual appropriation would be <br /> increased each year by an amount which is reflective of <br />
