• <br /> ORANGE COUNTY <br /> • INTEROFFICE MEMORANDUM 0 <br /> TO: Board Neuters <br /> FROM: County Manager <br /> SUBJECT: Planning Services for Town of Hillsborough <br /> DATE: June 4, 1985 <br /> The Town of Hillsborough has employed an individual 25 <br /> hours per week for the purpose of providing planning assis- <br /> tance, issuing various permits and serving advisory boards <br /> • and commissions. The present employee recently submitted her <br /> resignation and the Town Board began deliberations, as part <br /> • of its budget process, whether to hire a full-tine staff <br /> person or continue with its present part-tine position. A <br /> Board member suggested that Orange County be contacted to , <br /> determine if planning assistance could be provided through <br /> the Planning Department. <br /> In response to a request-for-proposal from the County I <br /> authorized the Planning Director, after discussion with the <br /> Vice Chair (in the Chairman's absence) to secure a list of <br /> the Town's requirements and thereafter to make a proposal as <br /> to how it generally might be worked out. The reason for my <br /> interest was the opportunity it afforded to the County of <br /> securing improved planning and,zoning coordination with the <br /> %Own. The Planning Director presented information at a Town <br /> budget work session on May 22, 1985. The proposal involved <br /> hiring a Planner I for the Planning Department and providing <br /> planning assistance to Hillsborough for a period not to <br /> • exceed 21.5 hours per week. Funding for the position would <br /> be provided by the Town ($12,500) and the County ($11,000). <br /> The Town Board took the proposal under advisement and on <br /> May 29, 1985, voted unanimously to enter into an agreement <br /> with the County for such services if the Board of <br /> Commissioners would likewise give its approval. The major <br /> points of the proposal including advantages and tine require- <br /> ments are outlined in the attached correspondence from the <br /> Planning Director. Such an agreement would be on a one-year <br /> basis with the option to renew. For the arrangement to be <br /> effective tine sheets would be maintained to confine work on <br /> Town business to the hours contracted—whether accumulated by <br /> the staff person In our office or the Town's. <br /> The Board of Commissioners should consider the proposal <br /> as part of its budget deliberations, since the County's share <br /> of the position has been recommended as part of the Planning <br />
