With respect to external circulation, according to the applicant's <br /> Transportation Impact Report (attached), the traffic volume projected to be <br /> generated by the development is 1,330 vehicles per day (133 lots, 10 trips <br /> per day). 1984 vehicle counts mark the Average Daily Traffic on Weaver <br /> Dairy Road at 4,187 vehicles. Weaver Dairy Road's capacity is 10,000 ADT. <br /> The applicant's report does not account for developments that have been <br /> approved but not yet constructed. These approvals will represent a signif- <br /> icant increase in traffic volumes in the Weaver Dairy Road corridor. List- <br /> ed below are projects recently approved in this area. (Please see attached <br /> map.) <br /> Development Size <br /> Kensington.Trace 135 du <br /> Coventry 43 du <br /> Timberlyne Village 144 du <br /> Cambridge Place 171 du <br /> Steeple Chase 16 du <br /> Booker Creek IV 30 du <br /> Kirkwood 108 du <br /> Highlands 91 du <br /> Booker Creek Village 30 du <br /> Summerfield Crossing 140 du <br /> Timberlyne Shopping 130,850 du <br /> Timberlyne Offices 23,903 du <br /> Totals: 908 dwelling units <br /> 154,753 square feet of commercial/office space <br /> A ,recent Chapel Hill Planning Department study of this corridor considered <br /> peck hour traffic impacts of these developments at critical intersections: <br /> NC 86 and Weaver Dairy Road, Weaver Dairy Road and Erwin Road, Erwin Road <br /> and US 15-501. The analysis concluded that the first two of these inter- <br /> sections are functioning and will continue to function well, accounting for <br /> approved developments. The Erwin Road/15-501 intersection, however, will <br /> be over-capacity once all these developments are constructed. <br /> The applicant estimates that the proposed subdivision would generate an <br /> additional 15 peak hour movements through the Erwin Road/15-501 intersec- <br /> tion. <br /> Staff Recommendation <br /> We recommend that the Planning Board recommend to Council approval of <br /> Preliminary Plat for Chandler's Green subject to the conditions on <br /> Resolution A. Two remaining concerns are the need of serving part of the <br /> subdivision with pump stations, and the potential traffic impacts of the <br /> subdivision. Resolution B would deny the application on these grounds. <br /> -3- <br />
