Two governing boards and one advisory body (the Orange County <br /> Planning Board) will be present at the hearings to receive testimony/hear <br /> presentations regarding such proposals. <br /> With the participation of the Chapel.Hill Town Council and the existence of <br /> different procedures for conducting public hearings, a standard procedure <br /> for the joint hearings is necessary. <br /> IMPACT: The attached memorandum identifies a: set of procedures for conducting <br /> public hearings involving the two governing boards and one advisory body. <br /> The procedures represent a consolidation of features employed by both <br /> jurisdictions-and have been recommended for use by the Orange County <br /> Planning Board. Minor refinements have also been made to reflect Chapel Hill <br /> procedures through discussions between the Planning Directors of both <br /> jurisdictions. <br /> Use of the procedures will provide a consistent method of conducting <br /> joint public hearings., <br /> — . <br /> • <br />
