13 Presentation by Collins. He Noted that he concurred with the basic priorities as stated by Planning Board members. Land Records and Tax Office are working on a new set of aerial maps for the Chapel Hill/Carrboro area which can be utilized by all three jurisdictions for the land use information system. In regard to joint planning Collins felt we needed to decide what was urban versus rural. He felt, too that staff needed to address administrative procedures. Fee schedules needed to be revaluated to see if they are self supporting. Collins further noted he felt the Fiscal Impact Analysis System was important in regard to the long range impact on the County as far as schools, water and sewer systems and the cost and benefits to the county. He noted the twelve elements carried over from 1984-85 work program should be cleared out first, due to the fact that some of these elements were carry-overs from previous budget years. The elements of the 1985-86 work program that he would stress are as follows: Thoroughfare Plan Prezoning Issue (the design standards and unified land use code are involved in this issue) Land Use Information System Smith noted that many of these elements were in the final stages of completion. Gordon inquired of Collins if the Planning Board could do something to help clear up the elements that had been carried over simply due to the fact that Board of Commissioners had set other priorities for Planning Staff. Collins responded that it would take a great deal of staff work and time to get items prepared for discussion with the Board or other committees. Collins noted one concern that he has which seems to interfere with the work program is the number of development applications.
