ORANGE COUNTY PLANNING DEPARTMENT
Trurz.snoporrou
NORTH CAROLINA
27278
,6116L%
tc.
4„,„ asoe
April 29, 1985
TO: Planning Board
0-6
FROM: Gene Bell, Planner
SUBJECT: Update on Joint Planning
At the February 18, 1985, Long Range Planning meeting
4111 staff presented the desired planning approach for use in
preparation of the Joint Planning Area (JPA) Land Use Plan.
This was the same approach as used by the Baltimore Regional
Planning Commission and is referred to as the Development
Characteristics Planning Approach. Central to the approach
is defining Development Intensity Type classifications for
all properties in the study area. A Development Intensity
Type is a classification applied to a discrete area of land
and is an expression, in numerical form, of the amount of
development that land can support. Development Intensity
Types are determined by mapping and overlaying selected
environmental parameters. The districts that emerge in the
overlay process and the combinations of parameters that
define them, determine the Development Intensity Type.
Development Intensity Types are expressed in Roman numerals,
the higher the number the greater the amount of development
that can be supported.
Contained herein are updates on the mapping element of
the Development Characteristics Planning Approach along with
progress in other JPA related activities.
Mapping of Environmental Parameters
Four environmental parameters were defined for mapping.
These are slope, soils, vegetation, and slope orientation.
Considerable mapping has been done since the February
