Generation of birth/death rates for Chapel Hill <br /> Township <br /> b. Estimation of 1970-80 migration rate for Chapel <br /> Hill Township <br /> c. Adjustment of migration rates to build in <br /> assumptions about economic growth of the Triangle <br /> area 1980-2000 <br /> d. Generation of population projections for 1990, <br /> 2000, 2010, and 2020 using cohort survival <br /> technique. <br /> D. Utility Service Areas <br /> 1. Primary responsibility will be that of Orange County and <br /> Chapel Hill with OWASA assistance <br /> 2. Will take form of issue paper; issues to be addressed <br /> include: <br /> a. Existing service area and capacities <br /> b. Water/sewer extension policies <br /> c. Costs of providing service <br /> d. Alternatives to centralized water & sewer <br /> E. Location Standards <br /> 1. Orange County will be responsible for <br /> 2. Purpose <br /> a. To identify standards which all parties to agreement <br /> can agree upon for the spatial allocation of various <br /> land uses in respective plans. <br /> b. To promote consistency between/among the various <br /> plans. <br /> 3. Technique <br /> a. Review of standards in adopted land use plans for: <br /> (1) Orange County <br /> (2) Chapel Hill <br /> (3) Carrboro <br /> b. Review of standards in planning literature <br /> c. Synthesis of standards from local plans and <br /> literature to form set of standards agreeable to <br /> participants <br /> F. Thoroughfare Plan <br /> 1. Responsibility will be that of Orance County and Chapel <br /> Hill with NC DOT review <br /> 2. Will pick up where Chapel Hill/Carrboro thoroughfare <br /> Plan leaves off <br /> 3. Will primarily: <br /> a. Look at adequacy of existing street network <br /> b. Identify long-range improvements <br /> maw <br />
