0 0 E <br /> REVISIONS/CLARIFICATIONS <br /> 1 <br /> ARTICLE I <br /> Section 2.4 page (1) <br /> The effective date of this section will be determined by the State as that <br /> entity must grant approval for the departments of Social Services and Public <br /> Health to be subject to local personnel policies. Provided herein is an <br /> excerpt from the State Personnel Code which grants a local governing board <br /> the authority to request state approval. <br /> The board of county commissioners of any county which shall <br /> establish and maintain a personnel system or system portion <br /> for all employees of the county subject to its jurisdiction, <br /> which system or portion is found from time to time by the <br /> State Personnel Commission to be substantially equivalent to <br /> the system established under Chapter 126 for employees of local • <br /> social service departments, public health departments, mental <br /> health centers and local civil preparedness offices, may include <br /> employees of these local agencies within the terms of such system. <br /> Employees covered by that system or system portion shall be exempt <br /> from the provisions of Chapter 126. <br /> The basic requirements for a "Substantially Equivalent" Personnel System are <br /> stated below. <br /> Merit Principle I: Recruitment, Selection & Advancement <br /> General Requirement. Recruiting, selecting and advancing employees <br /> will be on the basis of their relative ability, knowledge, and <br /> skills, including open consideration of qualified applicants for <br /> initial appointment. <br /> (A) RECRUITMENT <br /> (1) Requirement. There must be a planned and organized <br /> recruiting program, carried out in a manner that <br /> assures open competition. <br /> (2) Requirement. Special emphasis will be placed on efforts <br /> to attract minorities, women the handicapped, or other <br /> groups that are substantially underrepresented in the <br /> jurisdiction work force to help assure they will be <br /> among the candidates from whom appointments are made. <br /> (B) SELECTION <br /> (1) Requirement. The selection of applicants for vacant <br /> positions will be through open competition. <br /> (2) Reauirement. Selection procedures will be job related <br /> and will be in accord with the stipulations, validity, <br /> reliability, and objectivity of the Uniform Guidelines <br /> on Employee Selection Procedures (1978) (Federal). <br />
