151 <br /> 1 <br /> PROPOSED ZONING ORDINANCE TEXT AMENTMENT <br /> ARTICLE IV: ESTADLISHMENT OF PERMITTED USE TABLE <br /> ARTICLE VIII: SPECIAL U$ES. <br /> ARTICLE XXII: DEFINITIONS <br /> ISSUE: The Orange County Planning Department has received <br /> a request from the Health Sciences Consortium to <br /> amend the Zoning Ordinance to allow for this use in <br /> areas outside of designated activity nodes through <br /> the special use permit process. <br /> Health Sciences Consortium is a membership <br /> organization founded in 1971 by the deans of 12 <br /> southern medical schools to develop and disseminate <br /> instructional materials in the health sciences and <br /> health-related areas and to train faculty from its <br /> member institutions in the selection development <br /> and ,utilitization of educational resources. They <br /> are seeking a rural, versus commercial, site for a <br /> facility to house staff and provide training <br /> workshops. <br /> Staff initially reviewed the Consortium's request <br /> for zoning approval under the provision regarding <br /> universities, colleges and institutes as permitted <br /> uses in the Residential-1 zoning district. Staff <br /> opinion was that this provision in the Permitted <br /> Use Table refers to institutions of higher learning <br /> having similar and related chracteristics in their <br /> educational purposes and which grant academic <br /> degrees. The purpose of Health Sciences Consortium <br /> is to develop and effectively utilize instructional <br /> materials to improve education in the health <br /> sciences area through distribution of these <br /> materials and training of faculty in their use. <br /> While the Consortium is affiliated with <br /> universities and involved in educational activities <br /> it serves as a clearing house for educational <br /> materials. <br /> In reviewing the Consortium's activities with their <br /> representatives staff suggests that an appropriate <br /> mechanism for providing for this use would be the <br /> Special Use Permit process. <br /> EXISTING ORDINANCE: This use is currently provided for as a <br /> permitted use in commercial and office zoning <br /> districts under the health services or offices <br /> and personal services° classifications. <br />
