Willhoit <br /> Orange County Board of Commissioners <br /> 106 East Margaret St. <br /> Hillsborough, NC 27278 <br /> May 15, 1985 <br /> Dear Mr. Wilihoit: <br /> Mr. Berry Roberson, owner of the Calvander Mobile Home Park, has <br /> contracted Environmental Designs and Consulting, Inc. (EDAC) to <br /> handle all matters related to rectifying the wastewater disposal <br /> problem at the park. We are currently finalizing plans to <br /> install a package wastewater treatment system on the site. It is <br /> our understanding that in order to install such a system, the <br /> Board of Commissioners must grant a waiver of Policy 11.6 of the <br /> Orange County Land Use Plan. The purpose of this letter is to <br /> present all information necessary to obtain such a waiver. <br /> The Calvander Mobile Home Park has been experiencing problems <br /> with their wastewater disposal system for some time. The <br /> existing disposal system is a low pressure mound system which was <br /> installed in 1980. The system is failing badly and creating both <br /> an esthetic and public health nuisance. Local and State <br /> regulatory agencies are in the process of implementing <br /> enforcement activities against the owner of the park. EDAC has <br /> investigated all possible remedies to this problem and has <br /> concluded that the most feasible solution is the installation of <br /> the package treatment system. Alternative subsurface disposal or <br /> connection with OWASA are not possible (see attached letters from <br /> Orange County Health Department and OWASA) . <br /> EDAC is in the process of finalizing plans to install the package <br /> system. The proposed system is manufactured by CLOW Corporation <br /> and is designed to treat 10,000 gallons of wastwater per day. <br /> An application for an NPDES Permit has been submitted to the NC <br /> Division of Environmental Management and approval of the <br /> application is anticipated in the next few weeks. The proposed <br /> system will meet all effluent guidelines imposed by the State, <br /> •including the phosphorus limitation of 1 mg/L. It has been <br /> proposed that the package system be installed on a site adjacent <br /> to the existing mound (see attached plan) .
