0641 <br /> 7 <br /> public or private and secondly, if private, what <br /> class (A,B,C) road is required. <br /> Kizer expressed concerns with allowing more than one <br /> access onto Old Greensboro Road. He recommended <br /> redesigning the subdivision to provide a single point <br /> of ingress/egress. Epting expressed concern about <br /> the creek and ravine on the property. Greenberg <br /> noted the stream was not indicated on the checklist. <br /> Yuhasz felt that even though there were 12 lots in <br /> the subdivision they would not all be served by this <br /> one road and that 10 was not a magic number. Smith <br /> reponded that staff reviewed all the criteria for <br /> determining if a private road may be allowed in <br /> determining the staff position on a public, paved <br /> road. <br /> NOTION: Kizer moved that the plan be redrawn to have all the <br /> lots access a single road. Seconded by Pilkey. <br /> Epting noted that this redesign would involve more <br /> land disturbing activity. There would also be a <br /> considerable amount of timber that would have to be <br /> cleared. He noted a small road already exists where <br /> the proposed road is located. <br /> Kizer suggested a route for the road that would <br /> access all the lots onto a single road which would <br /> then exit onto Old Greensboro Road. <br /> Epting felt there would be land disturbing activities ' <br /> and that it would threaten the stream. <br /> Kizer was concerned that this was not a good place to <br /> bring more traffic out onto Old Greensboro Road. <br /> Tony Clark, owner, spoke regarding the tree line that <br /> exists and is maintained with the way the plan is now <br /> drawn. He was concerned with the timber clearing <br /> that would take place, as well as an increase in <br /> development costs, he felt the beauty of the property <br /> would be greatly disturbed. He felt the old farm <br /> road already there was in the best location. <br /> He noted there was not much development along this <br /> stretch of the Old Greensboro Road. <br /> Gordon inquired about the staff position. Smith <br /> responded staff had reviewed these concerns with the <br /> applicant. <br />
