03h <br /> 9 <br /> VOTE: Unanimous, <br /> Agenda Item #8k) Quinn Subdivision - Preliminary <br /> Presentation by Smith <br /> The purpose of this agenda item is to consider <br /> approval of the preliminary Plan for Quinn <br /> Subdivision. <br /> The property in question is located in Bingham <br /> Township off Jo Mac Road (SR 1103) . It is known a <br /> Lot 7T, Tax map 21. There are 4 lots proposed out of <br /> approximately 10.7 acres. Two lots are 2.5 acres <br /> each, one lot is 2.6 acres and one lot is 3.1 acres. <br /> The property is zoned R-1 and Protected Watershed-II <br /> and is designated Rural Buffer and water supply <br /> watershed (University Lake) in the Land Use Plan. A <br /> stormwater management report prepared by Philip Post <br /> and Associates has been submitted. <br /> The applicant is requesting a Class C private road <br /> (Ryan Road) for the subdivision. <br /> The addition of 4 lots to this area could add <br /> approximately 27 trips per day to Jo Mac Road. A <br /> 1984 Department of Transportation traffic count on Jo <br /> Mac Road indicated 100 trips per day. The addition <br /> of this subdivision would have a minimal impact on <br /> this area. <br /> The property is located in the University Lake <br /> Watershed. A maximum impervious surface ratio of 6% <br /> applied to each lot is shown on the plat. The <br /> stormwater management plan was prepared by Philip <br /> Post and Associates, Inc. <br /> The Planning Staff recommended approval subject to <br /> the condition that a Class 1113" private road be <br /> constructed to serve the subdivision and that access <br /> for Lot A be restricted to Ryan Road. <br /> Gordon asked why staff recommended a Class B road. <br /> Smith responded B served 4 lots. <br /> Yuhass asked if access to Lot A should be restricted <br /> to Ryan Road. <br /> Smith responded yes and recommended that a condition <br /> to that effect be added. <br />
