026 ADDENDUM DE C.E IiVIE <br /> TO ZONING REQUEST r1/:G �70 <br /> ON <br /> APPROXIMATELY 103 ACRES <br /> KNOWN AS <br /> "THE BEARD TRACT" <br /> Proposed amendment to the zoning atlas is reasonably necessary to promote <br /> public health, safety, and general welfare, for the following reasons: <br /> 1. The proposed zoning changes to I-1 as shown on the map in the <br /> application would allow for high quality industrial development which could <br /> not have any adverse impact beyond the immediate space occupied by the <br /> building. <br /> 2. The major transportation corridor overlay lies across most of this <br /> his this property and all site plans will have to be approved before any <br /> building can begin. <br /> 3. A large portion of this property is not sought to be rezoned. This <br /> is an order to provide a scenic overlook at the lake for most of the complex, <br /> to also to provide possible recreation facilities later on for the industries <br /> that locate on the property, and to buffer the residential housing on Highway <br /> 70. <br /> 4. In order to attract high quality office use, we are seeking to buffer <br /> the office institutional property from Hines Liner Company which is presently <br /> an I-3 zoning and from the Interstate. The offices institutional request will <br /> not result in higher volume traffic office use but would be suitable for <br /> attracting such uses as central clearing houses for insurance companies, <br /> pension companies, and mortgage bankers. <br /> • <br /> This proposed amendment will carry out the intent and purpose of the <br /> adoptive comprehensive plan because it lies within an industrial transition <br /> node. It is further to be noted that while the requests of the rezonings do. <br /> not require water and sewer hook-up, we will seek to to provide the same in <br /> order to get quality occupants. This results in increasing revenue for the <br /> Town of Hillsborough and allowing its water and sewer plant to come closer to <br /> capacity, and also results in the extension in sewer and water lines that will <br /> be available to other parcels in the County. We requested from the Town of <br /> Hillsborough a letter as to availability of water and sewer but as we were <br /> unable to obtain the same by the application deadline date we cannot be certain <br /> that they will supply water and sewer service. <br /> Other circumstances and factors in reasons which support the proposed <br /> amendment are: <br /> 1. The recent close downs in textile industry in the area which have <br /> produced unemployment in the blue collar ranks. <br /> 2. Many national companies are looking to relocating in the triangle <br /> area and this plan offers good transportation facilities, adequate utilities <br /> on an exceptionally beutiful site. <br /> 3. This rezoning could greatly increase the tax base for both the County <br /> and the town of Hillsborough. <br />
