(See Attachment 1) <br /> Staff will provide any other information on this issue at the meeting, and the governing boards <br /> can discuss issues related to this item as necessary. <br /> Attachment 2— Route Maps <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: Ensure Economic Self-Sufficiency <br /> The development of the bus program provides transportation infrastructure that can <br /> promote economic self-sufficiency to a wide range of residents and locations. This <br /> includes both access to jobs and access to government services. <br /> 3. Planning and Development <br /> Orange County Planning staff, primarily Perdita Holtz, has been participating in the City of <br /> Mebane's planning efforts related to the "Mebane by Design" comprehensive land development <br /> plan. The planning effort is led by Piedmont Triad Regional Council planning staff and a 29- <br /> member advisory committee was appointed by the City Council. Committee meetings began in <br /> January 2016 and, to date, seven meetings have taken place. <br /> Additionally, a public outreach meeting was held in March and another community meeting is <br /> anticipated to be held in the fall. Within Orange County, the general study area includes lands <br /> south of High Rock Road, west of Mill Creek Road and Frazier Road, and north of Hebron <br /> Church Road. The study area includes the Buckhorn Economic Development District. <br /> Additional information on this project, including maps showing the extent of the study area, is <br /> available on http://www.mebanebydesign.net/. <br /> The purpose of the discussion will be to explore mutual interests and opportunities in joint <br /> planning initiatives as well as the new residential developments and the impact on Orange <br /> County schools. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this agenda item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br />
