ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 13, 2007 <br />Action Agenda <br />Item No. _ ~~_ <br />SUBJECT: Request for Temporary Construction Access at Skills Development Center <br />DEPARTMENT: Purchasing and Central <br />Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Site Plan <br />Vicinity Map <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />PURPOSE: To consider allowing temporary use of an approximately 5-10 foot strip of land at <br />the rear of the Skills Development Center property to facilitate construction on the adjacent <br />property. <br />BACKGROUND: Dr. David Park, owner and developer of the proposed Stonecrop Apartments <br />at 110 S. Roberson Street, Chapel Hill, has requested that the County allow his contractors to <br />use a narrow strip of land to the rear of the Skills Development Center for circulation and <br />workspace during construction. The area of use requested by Dr. Park is identified on the <br />attached site map and is depicted by diagonal lines. <br />Under the terms of this agreement, it is recommended that the developer be required to: <br />o Erect a chain link or similar material fence to delineate the County property upon <br />which temporary use is granted. No direct access from the Skills Development <br />Center to the construction site is permitted. <br />o Notify the County when the fence line is determined so the County can review the <br />proposed fence line prior to its erection. <br />o Advise contractors that the Skills Development Center shall not be utilized in any <br />manner during construction. In particular, parking in the Skills Development <br />Center parking lot is prohibited. <br />o Ensure that the County property is cleaned and restored to its previous state, <br />including, but not limited to, the removal of all construction debris, removal of the <br />temporary fence and replacement of the fence in its current location and <br />replanting of any vegetation that may be removed in the construction process with <br />plant material that is mutually acceptable to the County and the developer. <br />o Ensure that the County is included as an additional named insured on insurance <br />policies obtained by the contractors for construction of the project.
