Landfilling The utilization of this disposal approach would <br /> require a dewatering process at the wastewater plant such <br /> that the solids content is an acceptable level for landfilling. <br /> This would require an expensive upgrade .at the plant to handle the <br /> sludge for planning period. <br /> C. Static site composting - This alternative was not evaluated in <br /> detail because of the high labor and space requirements. OWASA <br /> is attempting to avoid high operating cost and the Mason Farm <br /> plant has space limitations for handling static site composting. <br /> 2. Alternatives selected for detailed evaluation. <br /> a* On-site storage tank This method would require construction of <br /> an adequately sized covered tank to temporarily store liquid <br /> sludge until it can be transported to privately-owned application <br /> sites for ultimate disposal. There is not adequate space <br /> available at the Mason Farm plant site to locate such a storage <br /> facility without expensive construction. The cost of such a <br /> tank, with a cover to control potential odor problems, is <br /> not cost-effective and will provide only a temporary means <br /> of handling sludge until such time as it can be retrieved and <br /> transpoited to a final disposal site. <br /> b. On-site lagoon - An on-site lagoon with a capacity of at least <br /> 904,000 gallons could be constructed to provide for the temporary <br /> • storage of liquid sludge during those periods when privately- <br /> owned land application sites are unavailable for use. This <br /> alternative would require the construction of an earthen lagoon <br /> and installation of associated pumping and piping facilities. <br /> Construction of an on-site lagoon for temporary storage of liquid <br /> sludge would not be a tostTeffective sludge management alternative. <br /> This alternative would'have substantial capital costs associated <br /> with installation of odor control facilities. <br /> • C. Dewatered sludge stockEile -1 This sludge management alternative <br /> • would provide for a reduction of the volume of sludge and temporary- <br /> on-site storage would be required prior to ultimate disposal. <br /> The 804,000 gallons of liquid sludge would be concentrated by a <br /> centrifuge to a volume of 268,000 gallons of dewatered sludge. <br /> This would reduce the costs associated with the transportation of <br /> this sludge to the land application site for disposal; however, <br /> energy, personnel, and chehical cost increases would offset expected <br /> transportation cost savings. <br /> -5- <br />
