Concentration limits may also be set <br /> for-other trace. metals• or hazardous constituents. <br /> Under- these proposed_ regulations, fertilizers have- been- tentatively <br /> defined as sludges containing at least 5 percent nitrogen and 10 <br /> percent or less moisture,. by weight.. Soil conditioners ar..e%those <br /> sludges not classified- as fertilizers. :The three usage classes <br /> within- each category will restrict distribution and use of sludges. <br /> Criteria- are based art contaminant concentrations. Less contaminated <br /> sludges will be vailable. for unrestricted use which will be the <br /> only class authorized for application to food and feed crops, use <br /> around the home, or for reta-il distribution. Sludges characterized <br /> as restricted or governmental have higher contaminant concentrations <br /> and fewer permitted uses. (Additional details are presented in <br /> Appendix B of this report.) <br /> Based on the range of contaminant concentration limits in EPA's <br /> P"re-Proposal • Draft Reaulatio_ns, for the sale, give away, or land <br /> applicat.i06 of, sludges, OWASA's sludge would fall in the unrestricted <br /> use, fertilizer class. OWASA's sludge contains about .6.6 percent <br /> nitrogen (TKN). Concentrations. of• cadmium and lead are 6.0 mg/kg <br /> and- 27.0 mg/kg respectively, well below the upper limits set for <br /> these elements in the unrestricted use class. Unless EPA's maximum <br /> contaminant concentrations for this class are made twice as stringent, <br /> OWASA should. have little trouble meeting the new regulations <br /> governing the land disposa-1 of sludge.. <br /> I <br />
