The <br /> citizens feel this complaints have been . <br /> ignored. <br /> 3.. OWASA has made no attempt to locate other <br /> tracts where landowners would voluntarily <br /> accept sludge. Enough volunteers might <br /> eliminate the necessity of buying a °sludge <br /> tract.0 <br /> 4. OWASA seems unwilling to allow sludge to be <br /> applied in the University Lake and Cane Creek <br /> Resivor watershed. This implies that OWASA <br /> regards the sludge as being a hazard to its <br /> watergsupply.
