Ed Johnson cited condition -27 retention of permit if <br /> nuisance is created. (See attachment #1) . <br /> Dan Eddleman noted DEM responded to concern that OWASA did <br /> not meet posting requirements and was not operating according <br /> to the permit conditions. He felt DEM should hear the <br /> landowner's concerns and expressed concern about OWASA safely <br /> operating on OWASA owned lands. <br /> Michael Hartley indicated that cattle were not permitted to <br /> graze on pasture immediately before or after application, ' but <br /> that they are allowing them to do so'. He added that the, <br /> odors are bad in wet weather. <br /> Jim Foust suggested an on-site inspection is needed at the <br /> time of application. <br /> Michael Hartley noted Dr. Rubin had indicated that the comiaon <br /> feeling is "not in my backyard". He added that it is the <br /> county's responsibility to insure that the citizens have a <br /> voice. <br /> Lindsay Tapp asked why the operations were concentrated in <br /> one area. He felt OWASA could secure permission from enough <br /> farmers and could have a temporary storage during bad <br /> weather. He "felt a representative of the Department of <br /> Environmental Management should have been available at the <br /> last meeting. <br /> Jim Foust suggested the TAC forward a recommendation to the <br /> Planning Board. <br /> Dan Eddleman felt there is an inconsistency in that OWASA is <br /> not in the farming business and should be governed by the <br /> Zoning Ordinance, but was exempt specifical?y under the farm <br /> exclusion. <br /> Ed Johnson submitted the following resolution for the PAC's <br /> consideration: <br /> RESOLUTION #1 <br /> The Bingham TAC has held two public meetings <br /> concerning the plans by OWASA to apply sludge to <br /> two tracts of land in the Collins Creek <br /> watershed. There was widespread apposition to the <br /> plans and concerns expressed regarding OWASArs <br /> past practices in applying sludge. <br /> Bingham TAC has the following concerns: <br /> I.
