0 7 S, <br /> 7 <br /> Since the revision of the Private Road Standards on <br /> July 5, 1981, Class C private roads under 500 1 do <br /> not have to be constructed or inspected by the <br /> Planning Department. However, a road sign is still <br /> required. The citizen is often required to <br /> purchase a sign at cost of $50 to $75 for a road <br /> that is never constructed. In most cases, the road <br /> sign is never erected. If we would require <br /> erection of the sign, it often would not indicate <br /> where a road is located, but would be placed by a <br /> woods or field. This expense has . been a major <br /> complaint of citizens over the past .nint6en months <br /> and it is difficult for staff to justify this <br /> requirement. <br /> When the Private Road Standards were reviewed by <br /> the Planning Board in July, 1983, there was a * <br /> dicussion of road signs needed for Class C roads <br /> under 500 feet. At that time, the Board decided to <br /> require road signs on all private roads. Since <br /> then staff experience has indicated a need to bring <br /> this requirement before the Board for <br /> reconsideration. <br /> Approximately 20% of the private roads would be <br /> affected by this revision. There are an average of <br /> 30 private roads approved each year. <br /> Citizens would not have to purchase a road sign for <br /> Class C roads under 500 feet in length.. <br /> The Planning Staff recommends that the Planning <br /> Board consider the following alternatives: <br /> 1) No change in the provisions of the Private Road <br /> Standards. <br /> 2) Amend Private Road Standards section Road Name and <br /> Bj.= to provide as follows: *Class C roads under <br /> 5001 in length are required to be named, but are <br /> not required to have a road sign provided." <br /> 3) Amend Private Road Standards (page 1) to delete the <br /> provision regarding .Class C roads less than 5001 or <br /> less in length, thereby requiring that they be <br /> constructed. <br /> Gordon asked if staff had spoken with the County <br /> Attorney. Smith responded that they had, and that <br /> the attorney has raised questions regarding the <br /> matter of actual construction versus bonding of <br /> roads to be constructed. <br />
