It would appear that the County is faced with having to make <br /> the best use of the currently available financing. While it will <br /> not be possible to construct all of the sewer facilities included <br /> in Phase I, it is feasible to construct certain key elements of <br /> the overall plan. In Attachment 3, we have identified various <br /> portions of the Phase I sewer improvements that could be <br /> constructed in an initial phase to reduce the capital funds <br /> required while maintaining the long-term plan and concepts. For <br /> purposes of consideration •by the County, the particular segments <br /> are identified as follows: <br /> Base Bid - includes those facilities serving the Efland <br /> Estates Subdivision, the Efland Cheeks School, and the <br /> existing residences west of the central part of Efland <br /> served by the collection system shaded in green on the <br /> attachment. A pumping station would be constructed at the <br /> upstream end of the proposed McGowan Creek interceptor with <br /> a force main along US 70 to the original point of tie-in <br /> with the existing Hillsborough collection system. The <br /> facilities included in the base bid would provide service to <br /> those areas with the most severe septic tank problems and <br /> eliminate the existing package treatment plant at the Efland <br /> Cheeks School. Also, sewer service to the economically <br /> disadvantaged areas would be maintained. <br /> 12 <br />
