This information was reviewed with the <br /> County staff and it was generally agreed that it is not presently <br /> viable to proceed with construction of all the facilities <br /> included in Phase I of the recommended plan. <br /> Financial Considerations <br /> We recognize the financial constraints the County faces in <br /> attempting to extend sewer service into the Cheeks Township. <br /> Regardless of the long term benefits of any project, there can be <br /> no substitute for the lack of capital financing. in these <br /> situations, we feel the best approach is to develop a sequenced <br /> construction program that preserves to the maximum extent <br /> possible the long-term objectives of the overall plan without <br /> exceeding available financial resources. <br /> The County presently has commitments from the Farmers Home <br /> Administration for both grant and loan funding to defer a portion <br /> of the construction cost for the Phase I improvements. <br /> Representatives of Hazen and Sawyer and the County met with <br /> officials from the Farmers Home Administration to discuss the <br /> possibility of additional Farmers Home participation. - <br /> Unfortunately, the Farmers Home Administration regulations <br /> concerning distribution of grant funds have changed since the <br /> County's original grant request was approved.
