gradually extend sewer service to all areas of the immediate <br /> planning area. <br /> Recommended Modifications to the Pro.osed Plan <br /> Attachments 1 and 2 are taken from the McAdams Report to <br /> illustrate the Phase I sewer improvements as originally proposed <br /> and the specific modifications recommended by Hazen and Sawyer. <br /> In order to evaluate the feasibility of the proposed Phase I <br /> sewer improvements, Hazen and Sawyer has reviewed the data <br /> contained in the McAdams' Report, made a windshield survey of <br /> each of the proposed pipeline routes, performed preliminary <br /> engineering surveys at critical points and discussed the project <br /> at length with the County staff to define overall objectives. <br /> Based on our assessment of these factors, we believe that one of <br /> the major objectives of the sewer facilities constructed during <br /> Phase I should be to provide sewer service to the existing <br /> development along US 70 to the extent possible based on current <br /> financing while at the same time maintaining the maximum <br /> flexibility for future extensions to service the McGowan Creek <br /> basin to the north and possible industrial development along the <br /> 1-85 corridor. If this objective is to be fully realized, then <br /> we recommend that the County consider several modifications to <br /> the Phase I sewer improvements: <br /> 3 <br />
