Thompson <br /> County Manager <br /> - County of Orange <br /> 106 East Margaret Lane • <br /> Hillsborough, NC 27278 <br /> Dear Mr. Thompson: <br /> In accordance with our agreement dated February 21, 1985, <br /> Hazen and Sawyer, P.C. is pleased to present herewith our report <br /> on the Phase 1 Sewer Improvements for Cheeks Township in Orange <br /> County. Our report makes specific recommendations concerning <br /> modifications to the proposed sewer improvements plan and <br /> includes a comprehensive financial analysis of construction costs <br /> and anticipated user charges. <br /> Based on our study, we have determined that the estimated <br /> cost to construct those facilities included in the Phase 1 Sewer <br /> Improvements is significally greater than previously reported. <br /> • It would appear that it is not presently economically viable to <br /> proceed with construction of the complete Phase 1 Improvements. <br /> For consideration by the County, we have developed information <br /> • concerning a reduced construction program and the associated <br /> cost. Information pertaining to anticipated user charges will be <br /> provided in detail during the oral presentation of this report. <br /> During the course of our study, we have explored several <br /> possible sources of additional grant funding, primarily from the <br /> Farmers Home Administration. It is our judgement that the <br /> prospect of additional grant funding from the Farmers Home <br /> Administration, now or in the immediate future, is quite remote. <br /> We recommend that the County consider a course of action that <br /> will permit phased construction of the proposed facilities to the <br /> limit of the currently available funding: If desired, we have <br /> been advised that the additional Farmers Home loan funding <br /> required for construction of Alternates A and C can be secured if <br /> the County acts promptly to request such funds. <br /> OFFICES IN NEW YORK,RALEIGH,AND HOLLYWOOD,FLORIDA <br />
