04£ On February 4, 1985, Commissioner Carey suggested adding to <br /> the charge a study of tax implications on any recommended <br /> changes. This is addressed under Section V.C. but could be <br /> made more explicit by substituting the clause "Tax rate and <br /> other funding impact under each of the three organizational <br /> alternatives and to implement any changes recommended under <br /> Section I through IV. <br /> Commissioner Willhoit has emphasized four aspects: <br /> 1. Analysis of growth patterns to determine their impact on <br /> transportation systems, facility utilization and need and <br /> timing of new construction; <br /> 2. Sharing of program strengths; <br /> 3. Joint sharing in areas of support services such as data <br /> processing; <br /> 4.
