04£ On February 4, 1985, Commissioner Carey suggested adding to <br /> the charge a study of tax implications on any recommended <br /> changes. This is addressed under Section V.C. but could be <br /> made more explicit by substituting the clause "Tax rate and <br /> other funding impact under each of the three organizational <br /> alternatives and to implement any changes recommended under <br /> Section I through IV. <br /> Commissioner Willhoit has emphasized four aspects: <br /> 1. Analysis of growth patterns to determine their impact on <br /> transportation systems, facility utilization and need and <br /> timing of new construction; <br /> 2. Sharing of program strengths; <br /> 3. Joint sharing in areas of support services such as data <br /> processing; <br /> 4. Clarification of what the district tax permits in the way of <br /> difference in program offering, special staff support and <br /> supplements. <br /> Each of these is covered in the study outline. <br /> yinetable <br /> Duration will be a function of how much time commission <br /> member applicants can devote to the project (this should be <br /> detemined prior to appointment) and Board direction as to <br /> desired timetable.
