Oil ORANGE COUNTY BOARD OF COMMISSIONERS Action Agenda ACTION AGENDA ITEM ABSTRACT Item No.( la Meeting Date Amril 16. )985 Subject: SECTION 8 SURPLUSES AND OTHER RESOURCES FOR MINIMA HOUSING REHABILITATION FOR ORANGE COUNTY HOUSING Department: BOARD OF COMMISSIONERS Public Hearing: Yes X No Attachment(s) : NO Information Contact: SHIRLMARSBALL Phone Number: 732-8181 PURPOSE: 1) TO consider setting a policy on use of Section 8 Surpluses, and 2) to discuss and consider other actions to be taken, or resources to be tapped, to address minimum housing rehabilitation for Orange County housing. NEED: Many houses are occupied in Orange County by owners or by renters that do not meet the minimum housing code and that could be brought up to code with minimum expenditure. IMPACT: TO help owners and renters of houses that do not meet minimum hous- ing code standards and that do not qualify for community development funds or are not likely to qualify for Community Development funds, to bring the housing to Minimum Housing Code standards. 1 RECCMMENDATTON: 1) that the Board of Commissioners set a policy that all surplus funds from the Section 8 program be used to bring Orange County homes up to minimum housing standards; 2) that the Housing and Community Development Department design, and propose to the Board of Commissioners a plan by which houses would be identified, grants sought for and awarded, work be awarded and oversight maintained; 3) the Department of Housing and Community Development iden- tify and evaluate other programs, other than CommunityDevelopnent, that might be tapped to improve the sub-standard housing stock in Orange County including water and waste water problems such as: a) other HUD programs, b) Fn programs, and c) SE Rural Conmunity Assistance Project (JOCCA-Lead Agency in NC -- Virginia Water Project -- Reference letter from Gloria Williams, 19 March 1985).
