Oil <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS Action Agenda <br /> ACTION AGENDA ITEM ABSTRACT Item No.( la <br /> Meeting Date Amril 16. )985 <br /> Subject: SECTION 8 SURPLUSES AND OTHER RESOURCES FOR MINIMA HOUSING <br /> REHABILITATION FOR ORANGE COUNTY HOUSING <br /> Department: BOARD OF COMMISSIONERS Public Hearing: Yes X No <br /> Attachment(s) : NO Information Contact: <br /> SHIRLMARSBALL <br /> Phone Number: 732-8181 <br /> PURPOSE: 1) TO consider setting a policy on use of Section 8 Surpluses, and <br /> 2) to discuss and consider other actions to be taken, or resources <br /> to be tapped, to address minimum housing rehabilitation for Orange County <br /> housing. <br /> NEED: Many houses are occupied in Orange County by owners or by renters that <br /> do not meet the minimum housing code and that could be brought up to code <br /> with minimum expenditure. <br /> IMPACT: TO help owners and renters of houses that do not meet minimum hous- <br /> ing code standards and that do not qualify for community development funds <br /> or are not likely to qualify for Community Development funds, to bring the <br /> housing to Minimum Housing Code standards. <br /> 1 <br /> RECCMMENDATTON: 1) that the Board of Commissioners set a policy that all <br /> surplus funds from the Section 8 program be used to bring Orange County <br /> homes up to minimum housing standards; <br /> 2) that the Housing and Community Development Department <br /> design, and propose to the Board of Commissioners a plan by which houses <br /> would be identified, grants sought for and awarded, work be awarded and <br /> oversight maintained; <br /> 3) the Department of Housing and Community Development iden- <br /> tify and evaluate other programs, other than CommunityDevelopnent, that <br /> might be tapped to improve the sub-standard housing stock in Orange County <br /> including water and waste water problems such as: <br /> a) other HUD programs, <br /> b) Fn programs, and <br /> c) SE Rural Conmunity Assistance Project (JOCCA-Lead Agency <br /> in NC -- Virginia Water Project -- Reference letter from <br /> Gloria Williams, 19 March 1985). <br />
