Additionally, the Manager and Clerk <br /> • receive the Daily Bulletin-Action by the N.C. General Assembly <br /> which is produced by the Legislative Reporting Service of the <br /> Institute of Government. These copies are maintained in a bound <br /> folder in the Manager's Office. Because of the voluminous size <br /> of the material involved in the Daily Bulletin it would seen <br /> best for each Commissioner to rely on checking out the folder or <br /> inspecting it in the office as often as is deemed necessary <br /> rather than trying to reproduce copies or paying for additional <br /> subscriptions. <br /> Let staff know which bills are of interest. Full copies can <br /> then be secured and distributed for Board discussion. <br /> Two bills are attached for information at this time. The first <br /> is a local bill sent to the delegation prior to the cut off date <br /> of April 15. It originates from Board direction to the Manager <br /> • to seek legislative authority for the orthophoto method to be <br /> recognized as a valid survey means to establish the boundary <br /> description for the Orange/Chatham county line. <br /> A second local bill, introduced by Dare County, proposes to tax <br /> the value of property transferred through sale. It was killed <br /> in the Senate Finance Comnittee on Thursday, April 11, 1985. It <br /> should nonetheless be examined as several counties are <br /> interested in seeing it be brought forth on a State-wide, local <br /> option basis to replace possible State and Federal cutbacks of <br /> County revenue sources. <br /> RECCIMMENDATICN(S): <br /> As the Board decides. <br />
